It attempts to give an idea of values. It is not a pricelist of stamps for sale.
I have made some additions and given them 'RH' (Revised Hiscocks) numbers to
preserve the original Hiscocks numbers.

I have also brought the prices up to date and added currency selection.

Steve Hiscocks wrote in 1982:
Bell Canada now operates in Quebec, Ontario and the eastern part of the North West Territories. Through subsidiaries and licences it has however
covered most of Canada. The company was founded in 1880 when it took over various existing licenses.

While message franks were not issued until 1897, Annual Card Passes (outside the scope of this catalogue*) were issued from 1885 to 1907. From
1897 to 1900 Complementary Message Franks were issued for personal use over designated routes within Canada. While most of these are dated
as illustrated below, they are also known dated '189_' and may therefore have been used before the period of specific dating.

So called 'Coupon Franks' were introduced in 1900 in two series — A and B. These apparently, corresponded to 'Contract' and 'employees/personal'.
respectively. The letter designation was on the booklet cover and not on the franks themselves. On 1 January 1908 the system was reorganized. The
Annual Card Passes were discontinued, as were the earlier form of 'coupon franks' and three classes of 'Coupon franks' were introduced in the familiar
small format which continued until 1959. Since these all bore designated values I would myself class them as stamps rather than franks although
they were issued free of charge. The three series were A, B and C where 'A' was 'Personal' and continued to 1959, 'B' was 'Employees' and was used
until 1 September 1911 and 'C' was 'Contract' and was used until 1913.

On 1 September 1911 the B series was replaced by 'Employees' Franks' in two forms — Limited and Unlimited. The limited franks were for the use of
employees while away from the office to pay for simple calls while the unlimited franks were to pay for two or more calls on an office bill. These
employees' franks would appear to have been small non-adhesive forms (82 x 70mm) issued in booklets of 50, undated,
and marginally outside the scope of this catalogue. They were discontinued in 1940.

While the above constitutes the 'official' account of the Bell Telephone Co. of Canada franks, there existed one 'private' frank predating all the above.
This was issued by a Mr. J. W. Tringham, the energetic manager of the Windsor, Ontario, exchange of the Dominion Telegraph Co. (which became
part of the Bell Telephone Co. of Canada in July 1880) in $50 and $100 booklets to raise capital for building extension lines. After the take-over it was
found that some booklets of franks had been forged (not by Mr. Tringham) but since these had been bought in good faith, they were honoured regardless.
That illustrated below is in fact a forgery and no genuine example is available for comparison.

*   Not being in printed form, this catalogue has less restraints than Hiscocks' book.
If anyone can supply scans of these, I will be happy to illustrate them with acknowledgement.

As mentioned above, Steve Hiscocks said of 1911:

"On 1 September 1911 the B series was replaced by Employees' Franks in

Thanks to Edward Zaluski I can now illustrate these. To me they do not look radically different to Type 2, so I
Have listed them with designations that do not disrupt the original numbering scheme as I know that it is still used by others.
As always, it is for individuals to decide what they wish to collect.

Note: The 5c illustrated has a damaged 'N' in 'TELEPHONE'. I am not sure how constant it is,
but appears to be on the second stamp of the pane of 20. It is probably on all years of Type 8 and commands a small premium.

Note. I have not listed watermark varieties separately. They have been reported between 1929 and 1938
                inclusive and it seems probable that most, if not all, of the stamps in this period were
                printed on paper watermarked in the sheet such that only a small proportion of stamps bore
                parts of the watermark.
                This may also be true for stamps issued outside this period. It is debatable whether these
                should be regarded as separate varieties but they usually command a premium of about 100%.

There were originally many small telephone companies operating in British Columbia but in only one case is there evidence of the issue of franks. Until
it was taken over by the British Columbia Telephone Co. (BCTC) in 1904 the New Westminster and Burrard Inlet Telephone Co. was the largest in the
Province and there are references to "long distance coupons"* issued from 1901 or 1902 to Canadian Pacific Railways (CPR) in return for free transport
in servicing the lines which followed the railway tracks. Examples of these have not been reported and nothing else is known except that they were
issued in booklets.

Uncertainty still surrounds the earliest franks of the BCTC. The large frank of 1909 (No 1 below) was valid only for long distance calls and this was
presumably replaced by the second type, which mostly had spaces for writing in the charge and were first issued the same year. What happened between
1904 and 1909 is not clear. In view of the agreement with CPR known to have been inherited from the earlier company, it seems that franks of some
sort would have been needed but whether the old NWBIT Co. franks were retained for four years or whether there were earlier issues of the first BCTC
type is not known. The latter is possible in that all known copies of No 1 derive from a single booklet (Control No 23) and it is credible that no copies
of earlier issues survived. The BCTC reference collection includes only No 1 before 1914.

More general complimentary franks (or 'stamps' since their values are stated) were first issued on 16 December 1910 for the year 1911. These
were issued to Company Superintendents, railway and electrical company officials and a few Government officials and were valid for long distance
calls, or for payment of bills, over Company lines. The list of those receiving complimentary franks grew over the years until 1959. In 1960 employees
were excluded and only officials of a few companies and around six BCTC pensioners received them and in 1961 and thereafter to 1967 (?) only the
only the few pensioners were left. No further franks were printed after 1960 and dates were handstamped on 1960 stock thereafter. The 1961—1967
'pensioner stamps' are naturally very scarce.

*   These would be more properly called franks, they are similar to Type 1 shown below and 2 examples are illustrated on page 4 of the Canadian Revenue Newsletter,
a publication of the Canadian Revenue Study Group of BNAPPS, number 89, June 2016, shown to me by the editor Christopher Ryan.
The two examples are dated 1902 and numbered 4300 from the bottom-left of a pane, and 4302 from the left of a pane.

Hiscocks added the following General Note:

General Note. Throughout this series I have listed stamps on watermarked paper where I have observed them
                or seen them reported. It seems quite probable however that all were printed on large sheets
                bearing a watermark over a small proportion of their area so that both watermarked and
                non-watermarked varieties occur for all stamps throughout the series. If this is the case,
                it is debatable whether they should be regarded as separate varieties.

 

3. Kamouraska Telephone Co.

Steve Hiscocks wrote:
Nothing seems to be known about this company beyond what can be deduced from a booklet of its stamps in the Bell Canada collection. The
company was incorporated on 10 November 1902 as 'Cie de Telephone de Kamouraska' and was apparently centred in Fraserville whence its main line
ran west to Quebec and east to Rimouski with branch lines to a number of towns including Kamouraska and Edmunston N.B. The 'coupon-franks' are
similar in design to their contemporary equivalents from Bell and Saskatchewan and the Bell collection booklet is made out to C. F. Sise who was
President of the Bell Telephone Co. of Canada at that time. The printing on the inside of the booklet cover implies that dates other than 1906 were
produced or envisaged but no other dates have been reported.

4. King Telephone Co.

A single stamp of this company is reported by Jarret (1929). Nothing more is known about it.


My note:
Fortunately an image is now available, as well as additional information from Chris Ryan, Editor of the Canadian Revenue Study Group (BNAPS) Newsletter.
He says: "incorporated July 1907 at Temperanceville, Ontario in King Township. It had exchange of services contracts with Bell Telephone".
Chris goes on to say that King Telephone Co. was purchased by the Woodbridge and Vaughan Telephone Company in November 1923
The Globe newspaper of 19 November 1923 noted that “it was one of the oldest telephone companies in the Province.
It had started from a single line, with a farmer connected at each end, and grew until it served the whole township.”

He cites as sources:

6. New Westminster & Burrard Inlet Tel. Co.

There were originally many small telephone companies operating in British Columbia but in only one case is there evidence of the issue of franks. Until
it was taken over by the British Columbia Telephone Co. (BCTC) in 1904 the New Westminster and Burrard Inlet Telephone Co. was the largest in the
Province and there are references to "long distance coupons" issued from 1901 or 1902 to Canadian Pacific Railways (CPR) in return for free transport in
servicing the lines which followed the railway tracks. Examples of these have not been reported and nothing else is known except that they were issued in booklets.


 

These were brought to my attention by an article written by Christopher D. Ryan on page 4 of the Canadian Revenue Newsletter,
a publication of the Canadian Revenue Study Group of BNAPPS, number 89, June 2016.
In that article, it becomes clear that the characterisation above of BCTC 'taking over' NWBITC is grossly inaccurate.
In fact, cutting a long storey short, James Matthew Lefevre, formerly of Canadian Pacific Railways, became manager of the Vancouver Office of NWBITC,
and later Vice President. He then, by a bit of wheeling and dealing, managed a hostile takeover of NWBITC which was renamed to the BCTC in 1904.
(I understand that the details of this information can be found in the Jean-Guy Rens book:
“The Invisible Empire” (History of Telecommunications in Canada), McGill-Queen’s University Press, Montréal 2001.)

NWBIT numbered 4300 NWBIT numbered 4302

I have scaled these on the assumption that they are the same perforation (slightly less than Perf.12)
as the first frank of the British Columbia Telephone Co. that superseded and resembles them.

I understand that these were sold on eBay in March and May respectively of 2016.
If the seller, or current owner of either of these would care to contact me, I would be happy to attribute the images accordingly.
I would also like to hear from anyone with other examples of these, particularly with a date of 1901.

7. Okanagan Telephone Co.

Steve Hiscocks knew nothing of this.

According to MemoryBC.ca, " The Okanagan Telephone Company was incorporated in 1905 to
construct, equip, maintain, and operate a telephone system in the County of Yale in the Province of B.C.
Telephone exchanges were set up in Vernon, Armstrong, and Enderby, with Salmon Arm being added in 1910. "
It eventually merged with B.C. Telephone in 1978.

3. Saskatchewan

The province of Saskatchewan came into being on 5 September 1905. In 1909 the Provincial Government took over the assets of the Bell Telephone
Co. of Canada, the Saskatchewan Telephone Co. and the Wapella-Harris Telephone Co. and set up a system whereby it owned the trunk lines, and
groups of farmers owned local telephone companies which paid tolls to the Government for long distance calls. From 1900 to 1909 stamps were issued
by the Saskatchewan Telephone Co. Ltd. in booklets of vertical strips perforated between stamps. They were dated '190  ' with the last figure of
the year inserted by hand. They are rare. Presumably Bell Telephone Co. of Canada stamps were also used in the Province over this period.

In 1909 a new, much smaller stamp was issued bearing the coat of arms of the Province and the words 'Government Telephones'. This is about the
time that the Alberta and Manitoba Government stamps were issued and there seems to have been a general move towards the takeover of
telephone services by Provincial Governments. The Saskatchewan Government stamps were not dated but can be allocated to particular
periods by type and control letters. The stamps of the Saskatchewan Telephone Co. Ltd. are
included with those of the Provincial Government for convenience.
