Previously, I have only seen this kind of thing done in China, seemingly used to seal telegram envelopes.
This has an imprint at the bottom-left, but it is rather hard to read.
The "1/51" at the end could indicate a printing date of January 1951.

A Receiving and Transmitting Form "P. & T. 50", this marked "1,000/100—11-54" at top-left of the Kedah Government Telegraphs. Date and location unclear but looks like 25 July 1931 (or 37). - My Provisional Ref: Ked-RecX-PT50-11-54
If the "11-54" represents an Islamic date, that would equate to (November?) 1935.

The imprint at the bottom-right is again helpful :
I read this as : 909—4,000/200 p—4-12-45—R 36/13—B.M.A. Press, K.L.
Images courtesy of AlphaOmegaPhilately on eBay (click an image for listing).
