Hiscocks made no mention of Mexico because, as far as I know, they did not issue Telegraph stamps.
However sitting between the U.S.A. and the rest of central and South America, Mexico formed an important Telegraphic link.
The following Telegram cards are specifically for telegraphic usage, so I am listing them.
The history of telecommunications in Mexico dates back to 1851, the year in which the first telegraph line was laid between Mexico City
and the town of Nopalucan in the State of Puebla during the time of
President Mariano Arista.
The earliest item I have seen is this envelope of "Compañia Telegrafica De Jalisco"
Jalisco is a state on the west coast, Capital Guadalajara.
Used at Rincón de Romos, in Aguascalientes, which seems to be what is printed on the stamp.
The 25c stamp is of a type dating from 1874-8.

The following useful information is also provided: "Beginning in 1896 Documents and Libros revenue stamps were used to pay the 1c telegraph tax in Mexico city on postal cards.
The reverse was used for the addressee and message. As confidentiality restrictions required their destruction by the Telegraph office no used cards appear to have survived."
They also mention that the image was used in the "old Stevens catalog." Anyone have that ?

The above 2 covers were bought in December 2006 for $115 each and sold together a year later for $150 the pair !

I am not sure of the scale for the items above, probably varied. The stamps should give an idea.

An interesting item brought to my attention by John Barefoot.
John explains that these were for a ½% sales tax on invoices, rather than actual Telephone stamps.
The 'TELEFONOS.' overprint should be found on the "lower values of the revenue series valid at the time" (around the 1920s).
There is a great variety of perforations and overprints. One thing they all have in common is an imprint at the bottom of OFICINA IMP. DE HACIENDA - MEXICO, and inscribed "Impuesto Especial".
The 50c also have overprints for "MEXICO D. F." (Distrito Federal - Federal District)
Can anyone supply scans of other examples of these ?
